Anyone who wants to order a phone via @googlefi and has downloaded the new @GooglePay app: You must verify your identity in Pay for the transaction to go through.
Otherwise, it’ll cancel silently. Both support teams blamed the other for it, but once verified, the order processed

Login to the Google Pay app, click your avatar, click your Google Pay balance and on that screen you’ll see a prompt to verify ID.
Doesn’t seem to impact Google Store native orders, only @googlefi for me.
Only took ten days and probably a dozen support interactions to figure out!
