@AardvarkSagus Mastodon could be that. It’s completely decentralized, as in it is all open-source and anyone can setup their own instance. You can communicate with anyone on any instance.

The work needed to set up a self-hosted is enough that most people will probably still go to a provider.

    @AardvarkSagus But there are a ton of providers. It isn’t 100% smooth (yet) but definitely doable.
