If this happened, it would have been—by far—the worst aviation crash ever.
And there would be have multiple investigations into how it happened. With fact-finding to make sure it would never happen again.

What was the deadliest? The Tenerife airport disaster back in the 70s. A 747 tried to take off without clearance, hitting another 747 that was taxing on the runway. ~600 dead.
It’s why the only time ATC will say “takeoff” is when a plane is cleared to takeoff.
