@FiloSottile If they try to disperse a crowd—the crowd lacks a permit or is blocking a roadway—and the crowd doesn’t move, they can be arrested for not obeying a lawful order. A court may throw it out (or not press charges even) as obviously not a viable case, but can arrest on that.
