In the decree for CB, it also states that other liturgical rules, etc remain in force unless the CB corrects them. All these rubrics support each other and the GIRM doesn’t say a priest can serve in a diaconal role at all.

@16heintel @FrHilderbrand So, taking all of the Roman Ritual as a single collection of liturgical ritual work, you can look to CB for guidance in situations where other liturgical texts are silent, but CB does state something.
Thus, it isn’t a clear directive, but can suggest to us the intent.
