@BackwardsFeet @caitlin_e_j They pay payroll taxes to the Fed, but unemployment is handled by the states. From being a former parish admin in TX, churches are exempt by federal law from unemployment taxes.

@BackwardsFeet @caitlin_e_j Texas will reject any laid-off church workers request for unemployment unless the church opts in to being a reimbursing employer (where they reimburse the state for the benefits as they used).
@BackwardsFeet @caitlin_e_j The PPP is from payroll and the federal taxes there. But regular unemployment is not available to the average church worker by default.
I’ve had to explain that to a laid-off lay minister friend.
@BackwardsFeet @caitlin_e_j If nothing else, this is all the more reason for churches to get PPP. The point of it is to keep people employed. If churches didn’t and had to lay off people, vast majority of those people wouldn’t qualify for unemployment (unless some specific CARES act prov applied)
