@curtismchale It probably is. The county opt-in is important for optics. The more populated areas have Democratic local officials, so if Austin or Houston doesn’t opt-in, the Republican state officials can point to the Democrats keeping things closed.

    @curtismchale I’d bet they are looking at some of the really rural areas that haven’t been hit hard and assuming they won’t be. Then they can point to those areas to show that they are right and the Democratics in the cities are wrong.
