I call it bizarre because the EO acknowledged a disaster and triggered the laws that grant the governor emergency power to deal with said disaster.

With that authority, he did virtually nothing except suspend the diaster powers given to local officials.

    Not only diaster powers but the EO literally says he is suspending any law cited by a local official as a rationale for masks or whatnot. Like seriously?
