@DawnMar45506877 Couldn’t it be both? Staff is tight and more people are coming, resulting in the double-whammy.

I get fraud happens, but the scale and scope of that would have to be so extreme as it isn’t feasible.

Like St. David’s and Seton are conspiring to tell everyone they lack ICU beds?
