@GovParsonMO If you visit mo.gov, right-click and choose “View Page Source”. Then if I told you that the state’s Google Analytics ID was UA-7798951-6… that isn’t hacking.

That’s what happened here, except the state had SSNs in the source.

There’s no “decoding”.
