    @AlexiaSchlueter @Kwags1981 @ByMikeBaker @Tazerface16 Like with a wildfire, don’t want one commander to pull firefighters back while another is telling their people to go forward. One commander to ensure everyone is on the same page. They’re saying the school district chief filled that role.

    @AlexiaSchlueter @Kwags1981 @ByMikeBaker @Tazerface16 Part of the system is the commander migrates to the whoever “higher” assumes it. So, in the first five minutes, a random cop might have been calling the shots but once the chief arrived (small town, probably within 5 min) he took over the scene.

    @AlexiaSchlueter @Kwags1981 @ByMikeBaker @Tazerface16 So, as other departments arrived to help, everything came from the incident commander. The report is Border Patrol broke from the orders of the IC.

    Abbott isn’t part of the chain per se. (no love for Abbot here, but you really don’t want the governor involved).
