@pat_ramsey Even granting that, it’s such a weak response. I have a financial incentive to use less water, but I still have a yard with grass that needs watering. Absent of harder rules, I could still plant really thirsty grass if I felt like it was worth the cost to me. To a lot, it is.

    @pat_ramsey Our HOA (which I generally don’t like HOAs, but I digress) mandate native, less-water intensive plants for all landscaping. At least that is a concrete requirement to improve the water demand. Enough? Maybe, maybe not, but more than ERCOT apparently did after 2011.
