@jdflynn It helps me to remember the time in which it was written and what was going on—Protestant Reformation and local-use liturgies had a high chance of being merged. The document needed to be clear that what Rome issued it what needed to be used.

It unified the “authorizing agent”.

    @jdflynn That is, it’s ongoing legacy is that Rome still has that role, whether it delegates particular things down to local conferences or not. I see it kinda like Marbury v Madison in US secular law (IANAL).
